Visibility Uniforms

The Philadelphia District Emergency Management Office is the Steward for the Headquarters Emergency Operations Visibility Uniform Program. An inventory of the uniforms is maintained at the Fort Mifflin Distribution Center. This facility is located adjacent to the Philadelphia International Airport . The Philadelphia District can usually ship overnight. Although we prioritize large shipments to the "victim" district or division, it helps tremendously if personnel are deployed with visibility items when they are supporting disasters outside their own Division/district.

All pre-designated Corps of Engineers' responders should be prepared to deploy in support of a disaster with their own visibility uniforms. District Emergency Operations Centers should ensure their responders have the appropriate visibility uniforms prior to deployment. This includes red or white shirts, hat and jacket. If responders are not members of pre-designated teams and have not been issued these items, the supporting EOC should deploy these individuals with the appropriate visibility uniforms. After issuing visibility uniforms to pre-designated response team members, District Emergency Operations Centers should maintain a sufficient quantity of visibility uniforms (shirts, hats, jackets) to support response operations for a disaster in their own Area of Responsibility.

All other visibility uniform will be issued on a situational basis. The supported district will receive a supply of visibility uniforms as needed to support the particular disaster.

Shirts: 

  • Red shirt (Long and Short Sleeve/Men and Women) - To be worn by Corps personnel working in the field during an event.
  • White shirt (Long and Short Sleeve/Men and Women) - To be worn by Corps personnel working in an office environment.
  • QA T-Shirt -- To be worn by Corps personnel working in the field on a Quality Assurance mission during an event.
  • Supplies should be maintained at a level to support your PRT members and local disaster responders. Bulk shipments can be delivered to victim districts for their own response personnel.

Hats:

  • Field - with Castle and "US Army Corps of Engineers - Building Strong" on the front and Emergency Operations on the back.
  • Office - USACE on the front.

Jackets:

  • The red jacket -- red vinyl with front and back logos in white, with a hood enclosed by a zipper in the collar - should be worn by Corps personnel working in the field during an event. Each individual deployed should report with one jacket. Bulk shipments of jackets can be delivered to victim districts for their own response personnel.
  • Pull Over Sweatshirts:
  • We supply ash-colored sweatshirts with red logos for office use only in cool conditions. These items should not be stockpiled by districts or divisions. Bulk shipments of sweatshirts can be issued to the supported district/division on an as-needed basis.

Hooded Sweatshirts:

  • We supply ash-colored zip up hooded sweatshirts with the emergency operations logos for outdoor use in cooler climates. These items should not be stockpiled by districts or divisions. Bulk shipment of the hooded sweatshirts can be issued to the supported district / division on an as-needed basis.

Field Vests:

  • Vests should be issued to levee inspectors/flood fight technical advisors, etc., and those folks who are working in the field where the vest would provide added visibility as well as functionality. The District maintains and issues these vests for emergency operations as required. One vest per individual should be issued with accountability maintained by the Emergency Manager.

Safety Vests - Class II and III Available:

  • Vests should be worn when working on missions in the evening or conditions with poor lighting. Vests are mesh with reflective tape. The Philadelphia District maintains and issues these vests for emergency operations as required. Bulk shipments of vests can be issued to the supported district/division on an as-needed basis.

Rain Suits:

  • The Philadelphia District maintains a small supply of red rain suits with white Emergency Operations logos for issue on an as-needed basis during emergency situations. Districts should not stockpile these items.

Ponchos:

  • The Philadelphia District maintains a small supply of clear ponchos. These are worn by field team members working in a disaster during rainy conditions (warmer climate) over their red shirts.

Adhesive Signs:

  • "Under Contract by the Army Corps of Engineers for FEMA"
  • The Army Corps' Emergency Operations Building Strong Logo
  • Adhesive signs are 8 X 10 inches and are placed on the window inside a vehicle. District's/Divisions should stock a small supply. If a disaster hits your area of responsibility, bulk shipments will be made via FedEx.
