AUTHORITY: Section 22, Water Resources Development Act of 1974, as amended

DESCRIPTION: The Planning Assistance to States program authorized by Section 22 of the Water Resources Development Act of 1974, as amended, provides the Federal funding for this project.  Section 22 provides authority for the U.S. Army Corps of Engineers (USACE) to assist states, local governments, and other non-Federal entities in the preparation of comprehensive plans for the development, use, and conservation of water and related land resources.  The authority allows the Corps of Engineers to provide technical assistance in the form of studies and plans, but does not allow for actual design or construction assistance. 

STATUS: A cost share agreement was executed with the Delaware River Waterfront Corporation (DRWC) in January 2012. This project evaluated the structural integrity of Spring Garden/Festival Piers along the Delaware River Waterfront in Philadelphia, PA for possible redevelopment and ecosystem restoration potential. This project will be completed upon receipt of non-federal in kind service documentation and subsequent credit approval. Additional Planning Assistance will commence upon receipt of Federal funds.

Project Goals: The purpose of this project is to evaluate existing piers along the Delaware River Waterfront in Philadelphia, PA for possible redevelopment and ecosystem restoration potential.
