    The applicant, Dredge Harbor Yacht Basin, Inc., proposes to hydraulic maintenance dredge approximately 33,386 cubic yards of material from an approximately 6.07-acre area over a 10-year period. The location for the proposed activity is Dredge Harbor in Delran, Burlington County, New Jersey. All resultant dredged material would be placed in uplands at the Amico Island confined disposal facility (CDF) as well as at two on-site CDFs.     The Delaware Department of Transportation (DelDOT) has submitted a Prospectus to establish an Umbrella Mitigation Banking Instrument (UMBI) for future umbrella mitigation bank sites and Department of the Army permits. According to a mitigation needs assessment that DelDOT has completed for New Castle County, out of 54 projects proposed from 2020 to 2024, 42 are anticipated to have wetland impacts. As a result, DelDOT anticipates a significant future need for compensatory mitigation. The proposed UMBI would create a framework for restoring, enhancing, establishing and/or preserving tidal and non-tidal wetlands, riparian systems, streams and contiguous buffer corridors, as well as uplands and/or other aquatic resources, and their functions and values to compensate for unavoidable and permitted wetland and stream impacts. The purpose of this notice is to solicit comments and recommendations from the public concerning the Prospectus. More details are available in the “Public Notice” and “UMBI Prospectus” documents.     This Public Notice is being issued to reflect the addition of compensatory mitigation to mitigate for adverse impacts to aquatic resources. This supplemental public notice is related to an earlier public notice identified as CENAP-OP-R-2019-278, issued, re-issued, and extended by this District on July 24, July 30, and September 1, 2020. The purpose of this public notice is to solicit comments and recommendations from the public concerning the proposed draft compensatory mitigation plan. The applicant, Diamond State Port Corporation (DSPC), seeks authorization from the U.S. Army Corps of Engineers under the authorities of Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403) and Section 404 of the Clean Water Act (33 U.S.C. 1344) to discharge fill material and to conduct dredging and disposal activities within, and adjacent to, navigable waters of the United States at the proposed Port of Wilmington Edgemoor Expansion in the Edgemoor section of unincorporated New Castle County, Delaware.     The American Littoral Society is proposing to build protective oyster reef breakwaters and to construct hybrid breakwaters that will add additional habitat while avoiding any danger to horseshoe crab impingement. The proposed project site will be located along the southern end of Fortescue, Downe Township, Cumberland County, New Jersey. The project will be in the Delaware Bay just north of a small tidal creek listed as Oyster Creek. The primary purpose of the proposed activity is to protect eroding beach habitat at Fortescue. The project will restore and protect prime horseshoe crab and red knot habitat. The proposed actions will have added benefit to providing protection for the community infrastructure along the southern end of the municipality. Public comments are requested by Dec. 4, 2021.
