| Lieutenant Colonel Timothy Brown
As the 51st Philadelphia District Engineer, Lieutenant Colonel Timothy Brown commands a 500-person engineering organization that provides national, economic and environmental security in the heart of the Northeast Corridor. His responsibilities include dredging waterways for navigation, protecting communities from flooding and coastal storms, responding to natural and declared disasters, regulating construction in the nation's waters and wetlands, remediating environmental hazards, restoring ecosystems, building facilities for the Army and Air Force, and providing engineering, contracting and project management services for other government agencies upon request. Established in 1866, the U.S. Army Corps of Engineers' Philadelphia District encompasses the 13,000-square-mile Delaware River Basin and the Atlantic coast from New Jersey's Manasquan Inlet to the Delaware-Maryland line. Within its boundaries are more than eight million people in eastern Pennsylvania, western and southern New Jersey, most of Delaware, New York's Catskills region and part of northeastern Maryland. It also includes two state capitals (Trenton, N.J., and Dover, Del.) and the Delaware River Ports complex from Philadelphia and Camden (N.J.) to Wilmington (Del.). A native of South Carolina, Lieutenant Colonel Brown earned his bachelor's in mechanical engineering from Clemson University in 1980, where he also received his second lieutenant's commission through ROTC. He went on to attain a master's in civil engineering from the University of Florida in 1988, and is EIT-certified in South Carolina. Before assuming the reins at Philadelphia, Brown was Assistant Director in the Office of the Deputy Commanding General for Military Programs, Headquarters, U.S. Army Corps of Engineers. Previous assignments included engineer staff at the Pentagon and major command levels; operations officer for the 536th Engineer Battalion in Panama; ROTC instructor at Virginia Polytechnic Institute and State University; project engineer for the Corps' Japan District; commander of a Civic Action Team to the nation of Pohnpei of the Federated States of Micronesia; and initial assignments of company commander in the 43rd Engineer Battalion, Fort Benning, Georgia, and company executive officer and platoon leader in the 84th Engineer Battalion, Schofield Barracks, Hawaii. His service schools include the U.S. Army Command and General Staff College, the Engineer Officer Basic Course, the Engineer Officer Advanced Course, and the Junior Officer Maintenance Course. LTC Brown's military awards and decorations include the Meritorious Service Medal with one silver oak leaf cluster, the Army Commendation Medal, the Army Achievement Medal, the Joint Meritorious Unit Award, the Army Superior Unit Award, the National Defense Service Medal, the Humanitarian Service Medal, and the Army Staff Identification Badge. He is also the recipient of the Bronze DeFleury Medal, a Corps of Engineers special award. |
