Nathan Barcomb, P.E.

Mr. Barcomb is the Deputy District Engineer for Programs and Project Management, Philadelphia District, U.S. Army Corps of Engineers.  He is responsible for the overall program and project management of the District’s diverse Civil Works, Military and International and Interagency Services (IIS) engineering and construction programs.  From July 2011 to January 2017, Mr. Barcomb served as the Deputy Chief of Programs and Project Management Division (PPMD) and Chief, Business Management Branch (dual-hatted), where he was responsible for the day to day operation of PPMD as well as the District’s Civil Works budget.  Mr. Barcomb was the Chief of the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Integrated Program Office at Aberdeen Proving Ground (APG), MD for the Philadelphia District from October 2008 to June 2011.  He was responsible for the District’s $775 Million Base Realignment and Closure (BRAC) program.

Mr. Barcomb earned a Bachelors of Science degree in Civil Engineering, Magna Cum Laude, from Brown University in 1995, and is a Registered Professional Engineer in Pennsylvania.

Mr. Barcomb began his career with the U.S. Army Corps of Engineers in 1996 as a Project Engineer for the Environmental Remediation Resident Office, Baltimore District, APG, MD. He has held numerous positions with the Baltimore District to include Project Engineer at the Pentagon Renovation Office, Arlington, VA; Project Engineer at the Wyoming Valley Project Office, Wilkes-Barre, PA; Civil Designer, Baltimore, MD; Design Manager, Baltimore, MD; Civil Works Project Manager, Baltimore, MD; and Military Project Manager, APG, MD.  From March 2007 to September 2008, Mr. Barcomb was the Project Manager on the $541M C4ISR Phase 1 BRAC project, Philadelphia District, APG, MD.

Mr. Barcomb’s awards include the 2011 USACE Project Delivery Team of the Year Award for Merit for the C4ISR Phase 1 project, and several other Team Awards and Superior Civilian Service Awards.

Mr. Barcomb is a native of Knox, NY, and currently resides in Media, PA with his wife and four children.
