Steve England emerges after a dive during inspections at the U.S. Army Garrison Kwajalein Atoll. England is a hydraulic engineer for the USACE Philadelphia District and serves on the USACE Forward Response Technical Dive Team. The dive team performs underwater inspections around the world on behalf of the Army’s Installation Management Command.
