Lt. Col. Ryan A. Baum (center) became the 63rd USACE Philadelphia District Commander during a ceremony at the Wanamaker Building in Philadelphia on July 16, 2025. Baum assumed command from Lt. Col. Jeffrey M. Beeman. Brig. Gen. John P. Lloyd presided over the ceremony.
