PHILADELPHIA -- Mr. Jaime Pinkham, Acting Assistant Secretary of the Army for Civil Works, and Maj. Gen. Butch Graham, USACE Deputy Commanding General for Civil and Emergency Operations, visited Philadelphia District projects and met with partners in Delaware and Maryland on June 15-16, 2021.
Mr. Pinkham was appointed to the position of Principal Deputy Assistant Secretary of the Army for Civil Works on April 19, 2021 and is also serving as the Acting Assistant Secretary of the Army for Civil Works. In his role, he establishes policy direction and supervises the Department of the Army functions relating to all aspect of the U. S. Army Corps of Engineers' Civil Works program. Prior to his appointment, Mr. Pinkham served as the executive director of the Columbia River Inter-Tribal Fish Commission in Portland, Oregon. Maj. Gen. Graham oversees the USACE civil works program and emergency operations activities.
On June 15, Mr. Pinkham, Maj. Gen. Graham, and Philadelphia District team members toured the Indian River Inlet in coastal Delaware. There, they met with Delaware officials, toured the Indian River Inlet sand bypass plant, and observed a structurally problematic area along the bulkhead of the inlet in need of repair.
Later in the visit, the group met with other federal, state, and local representatives regarding the Diamond State Port Corporation’s proposed port expansion at the Edgemoor site just outside of Wilmington, Delaware. On June 16, the visit wrapped up with a boat tour of the Chesapeake & Delaware Canal. The canal carries 40 percent of the shipping traffic in and out of the Port of Baltimore. USACE maintains the canal as well as the five high span bridges that cross it.
Mr. Pinkham and Maj. Gen. Graham recognized several District employees and state partners for outstanding performance and support.
