The Southeastern Pennsylvania Environmental Improvement Program, authorized by Section 566 of the Water Resources Development Act (WRDA) of 1996, as amended, provides design and construction assistance to non-Federal interests for carrying out water related environmental infrastructure, and resource protection and development projects in southeastern Pennsylvania, including projects for wastewater treatment and related facilities, water supply and related facilities, and surface water resource protection and development. Section 552 of WRDA 1999 amended the authority to include environmental restoration as an authorized project purpose under this program.
The process consists of three phases:
All phases are costs-shared with a non-Federal sponsor with the sponsor providing 25% of the total project costs. Funding is provided by Congress through appropriations for Environmental Infrastructure and distributed to projects through the annual work.

Indian Creek Daylighting
The U.S. Army Corps of Engineers' Philadelphia District and the Philadelphia Water Department celebrated the completion of the daylighting of the Indian Creek as part of the Cobbs Creek Watershed Habitat Restoration during an April 25, 2014 event at Morris Park in the Overbrook section of Philadelphia. The project reduces combined sewage overflow and improves public health, water quality, habitat, and enhances the aesthetics of the park.
Cobbs Creek Fish Passage
The Woodland Avenue Dam is the first impediment along Cobbs Creek preventing fish passage. Stored sediment behind the dam must be controlled during removal to prevent adverse upstream impacts.
Indian Creek Daylighting Ceremony
The U.S. Army Corps of Engineers' Philadelphia District and the Philadelphia Water Department celebrated the completion of the daylighting of the Indian Creek as part of the Cobbs Creek Watershed Habitat Restoration during an April 25, 2014 event at Morris Park in the Overbrook section of Philadelphia. Army Corps leadership and staff, city and state officials, community groups, and contractors planted a ceremonial tree during the event.
