  • NAP-2018-00567-46

    The permit applicant, EMR Eastern, LLC, has requested Department of the Army authorization to upgrade there existing docking facility including approximately 12.7 acres of dredging and new dolphin construction all within the Delaware River. The site is located in the City of Camden, Camden County, New Jersey. The stated purpose of the project is to allow for EMR to load larger, deeper draft vessels, thereby allowing diversity in the types of vessels that can access EMR's existing facility.

    The proposed activity involves performing hydraulic maintenance dredging of approximately 6 miles of the Indian River Federal Navigation Channel in Sussex County, Delaware, from the Indian River Bay confluence with the Indian River to Cupola Park in the town of Millsboro. Approximately 360,000 cubic yards of material will be dredged from the waterways and used for wetland restoration and thin layer placement along the Indian River shoreline. The proposal identifies 3 wetland restoration sites and 3 thin layer placement sites. The material will be contained at the placement sites utilizing coir logs, armored sand containment dikes or geotubes. More details are available in Public Notice & Plan documents. Public comments are requested by March 10, 2025.

    On July 1, 2021, the District Engineers for Baltimore, Philadelphia, and Pittsburgh Districts, issued the Pennsylvania State Programmatic General Permit-6 (PASPGP-6) for a five-year period. The PASPGP-6 will expire on June 30, 2026, unless a decision is made to suspend, or revoke the permit before that date. Comment Period: January 24, 2025 to February 25, 2025. To request comments on whether to issue, for a five-year period, the Pennsylvania State Programmatic General Permit-7.
