    Brick Township is (1) proposing to maintenance dredge within the Trader’s Cove Marina basin, as well as (2) applying to authorize the existing reconfigured structures that were not previously authorized by the U.S. Army Corps of Engineers (USACE) and (3) proposing to install additional jet ski ramps/docking systems along with a police boat lift. The purpose of the project is to provide public docking facilities at a new township park.     The applicant, City of Atlantic City, has requested Department of the Army (DA) authorization to perform ten (10)-year maintenance dredging of thirteen (13) city waterways, with the proposed “city-wide” maintenance dredging program targeting substantial shoaling that has built up over the last century, including recent sediment deposited by Superstorm Sandy and Winter Storm Jonas. The proposed locations are as follows: Clam Creek portion of the Absecon Inlet Federal Navigation Channel, Farley’s Marina, Gardiners Basin, Snug Harbor, Delta Basin, Kammerman’s Marina, U.S. Coast Guard/New Jersey State Police Marina, Penrose Canal, Venice Lagoon, Bader Field Lagoon, Chelsea Harbor, Fenton Place Lagoon, and Ventnor Lagoon. The stated purpose of this project is to maintain safe navigational depths for transiting emergency, commercial, and recreational vessels; and restore a manmade subaqueous borrow pit feature formed by historical sand mining activities.     The applicant, Gold Bond Building Products LLC (formerly National Gypsum of New Jersey), proposes to initially dredge approximately 12,000 cubic yards of sediment by mechanical method from within 2.7 acres of berthing area. The location for the proposed work is 1818 River Road, Burlington City, Burlington County, New Jersey. The overall dredging area would extend to the Federal navigational channel. The applicant's stated purpose is to restore adequate water depths for water dependent shipping.     The applicant, Dredge Harbor Yacht Basin, Inc., proposes to hydraulic maintenance dredge approximately 33,386 cubic yards of material from an approximately 6.07-acre area over a 10-year period. The location for the proposed activity is Dredge Harbor in Delran, Burlington County, New Jersey. All resultant dredged material would be placed in uplands at the Amico Island confined disposal facility (CDF) as well as at two on-site CDFs. The stated purpose is to meet the need to maintain navigable water depths at Dredge Harbor Boat Basin marina. More details are available in the "Public Notice" and "Plans" documents.     The Delaware Department of Transportation (DelDOT) has submitted a Prospectus to establish an Umbrella Mitigation Banking Instrument (UMBI) for future umbrella mitigation bank sites and Department of the Army permits. According to a mitigation needs assessment that DelDOT has completed for New Castle County, out of 54 projects proposed from 2020 to 2024, 42 are anticipated to have wetland impacts. As a result, DelDOT anticipates a significant future need for compensatory mitigation. The proposed UMBI would create a framework for restoring, enhancing, establishing and/or preserving tidal and non-tidal wetlands, riparian systems, streams and contiguous buffer corridors, as well as uplands and/or other aquatic resources, and their functions and values to compensate for unavoidable and permitted wetland and stream impacts. The purpose of this notice is to solicit comments and recommendations from the public concerning the Prospectus. More details are available in the “Public Notice” and “UMBI Prospectus” documents.
