    The applicant, East Goshen Township, proposes to breach the existing Milltown Dam and convert the approximate 10-acre reservoir to enhanced stream, pond, and wetlands within a park setting with public parking. The location for the proposed work is approximately 0.1 mile north of the intersection of West Chester Pike (State Route 03) and Reservoir Road, in East Goshen Township, Chester County, Pennsylvania. The applicant’s stated purposes for the project are to modify the Milltown Dam and reclassify the structure as a low hazard dam to address dam safety concerns and replace the lost public recreational functions and values of an open water reservoir through the creation of new recreational and environmental enhancements in the former impoundment area.   • Special Public Notice 21-16

    This Public Notice is issued jointly by the Baltimore, Philadelphia, and Pittsburgh Districts of the U.S. Army Corps of Engineers. On July 1, 2016 the District Engineers for Baltimore, Philadelphia, and Pittsburgh Districts, issued the Pennsylvania State Programmatic General Permit - 5 (PASPGP-5) for a five-year period. The PASPGP-5 will expire on June 30, 2021, unless a decision is made to suspend, or revoke the permit before that date. The Army Corps districts have been working on development of a new Pennsylvania State Programmatic General Permit, PASPGP-6, and issued a draft of the permit for public comment on September 4, 2020 (SPN 20-57). The goal is to have PASPGP-6 issued prior to July 1, 2021, however if issuance is delayed, the Corps is considering reinstatement of the previously suspended NWPs. With the PASPGP-5 expiring on June 30, 2021, and most of the referenced NWPs suspended in Pennsylvania, any delay in issuance of the PASPGP-6 would require most regulated activities to be authorized through a Department of the Army Standard Individual Permit. Reinstatement of the NWPs would allow for proposed regulated activities to be authorized by an applicable NWP, instead of the Standard Individual Permit process, provided the work complies with the terms and conditions of the NWPs.     The applicant, Little Egg Harbor Township, has proposed the following activities at Graveling Point Beach at the terminus of Radio Road in Mystic Beach, Township of Little Egg Harbor, Ocean County, New Jersey: extend the width of an eroded public beach; construct a series of four (4) stone offshore breakwaters; construct a 212 linear foot, “dog eared” stone jetty extending perpendicularly from the eastern edge of the shoreline; and install a total of ten, 10-inch diameter timber piles. The stated purpose of the project is to improve recreation and access for the public, improve habitat for shorebirds and aquatic species, and provide upland protection at Graveling Point Beach.

    The applicant, Middlesex Beach Association, has applied for a Department of the Army 10-year maintenance permit to conduct periodic dredging for beach nourishment along approximately 1,900 linear feet of shoreline in the Middlesex Beach Community in Bethany Beach, Sussex County, Delaware. In order to minimize costs and impacts, it is the intent of the applicant to conduct the nourishment activity in coordination with the surrounding Federal Project nourishments. The purpose of the project is to provide increased protection benefits from storm damage, coastal erosion, and add to the recreational value of the Middlesex Beach community.     The applicant, New Jersey Department of Transportation – Office of Maritime Resources (NJDOT-OMR), has requested Department of the Army (DA) authorization to perform ten (10)-year maintenance dredging of Big Thorofare (State Channel #162) and a portion of the Tuckerton Federal Navigation Channel (FNC), both located in Little Egg Harbor Bay in Little Egg Harbor Township, Ocean County, New Jersey. The stated purpose of this project is to maintain safe navigational depths for transiting vessels; and beneficially reutilizing dredged material within the bay system.
