    AdvanSix, Inc. proposes to undertake 10-year maintenance dredging in the Delaware River at the Phenol Barge Dock at the Frankford Marine Terminal located in the City of Philadelphia, Philadelphia County, PA (40.000861 N, -75.061274 W). All dredging would be to -17.0 feet MLLW (plus 2.0-feet of allowable overdredge) and would occur using a closed-clamshell environmental bucket. Over the course of the 10-year authorization it is projected that the sediment quantity would total no more than 10,000 cubic yards (up to 2,000 cubic yards per dredging event, occurring approximately once every two years). All resultant dredged material would be handled and disposed of at the Whites Basin CDF located in Logan Township, Gloucester County, NJ (39.822026, -75.350190). The stated purpose of the project is to maintain sufficient water depths for the safe and efficient loading and unloading of cargo from maritime vessels at the Phenol Barge Dock.     The applicant, New Jersey Department of Environmental Protection (NJDEP), Office of Coastal Engineering (OCE), proposes to install four stone T-groins perpendicular to the shoreline, with sand fill in between, and temporary oyster sill bags to address shoreline erosion along Barnegat Bay at the Area 15 Launch Site in Island Beach State Park (IBSP) in Township of Berkeley, County of Ocean, New Jersey (39.8080712°, -74.0961062°). The project/fill area would extend 325 linear feet along the shoreline and extend up to 40 feet outward into Barnegat Bay. The total area of disturbance of the proposed project is 11,332 SF (.26 acre). The stated purpose of the project is to stabilize approximately 325 linear feet of eroded shoreline that is used to launch kayaks and canoes at the Area 15 Kayak and Canoe Launch Site in Island Beach State Park.     The applicant, Sea Colony Beach Association, is proposing to nourish approximately 2,350 linear feet of Atlantic Ocean shoreline extending from the northern limits of the private community of Sea Colony Beach, Sussex County, Delaware to the southern limits of Bethany Beach, Sussex County, Delaware via cutterhead or hopper dredging of approximately 150,000 cubic yards of sand from Corps offshore Borrow Area E and/or Borrow Area Fenwick Island. Dredging and placement activities would coincide with federal nourishment events for the adjacent Bethany Beach/South Bethany Coastal Storm Damage Reduction Federal Civil Works Project. The Sea Colony beach is located in the gap area between the Bethany Beach and South Bethany Beach Federal beach templates. This work was previously authorized by the Corps in 2011. However, these permits have since expired, and the Sea Colony Beach Association is applying for a 10-year maintenance permit.
