    Public Notice NAP-2013-00695-86 and NAP-2013-00696-86 is being revised to reflect an inadvertent omission made in the original notice concerning Tioga Marine Terminal. The site was included in the location map, however site-specific dredging plans were not added to the original PN for this project. This revised Public Notice supersedes the public notice published by the Philadelphia District on November 26, 2024. The revised comment period will close 30 days from the date of this public notice. The purpose of this revised public notice is to solicit comments and recommendations from the public concerning issuance of a Department of the Army permit for the work described below. The USACE Philadelphia District has received an application for a Department of the Army permit pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. The purpose of this notice is to solicit comments and recommendations from the public concerning issuance of a Department of the Army permit. The permit applicant, Weeks Marine, proposes to conduct maintenance dredging at 18 existing facilities within the Delaware River within Philadelphia, Bucks, and Delaware Counties in Pennsylvania; Gloucester, Camden, and Burlington Counties in New Jersey; and New Castle County in Delaware. The purpose of the project is to remove sediment accumulation and maintain adequate water depths at the various port and berth facilities to support ship access. More details are available in the "Revised Public Notice" document. Public comments are requested by January 11, 2025.

    On July 1, 2021, the District Engineers for Baltimore, Philadelphia, and Pittsburgh Districts, issued the Pennsylvania State Programmatic General Permit-6 (PASPGP-6) for a five-year period. The PASPGP-6 will expire on June 30, 2026, unless a decision is made to suspend, or revoke the permit before that date. Comment Period: January 24, 2025 to February 25, 2025.     Philadelphia District has received a proposal to establish a new wetland and stream compensatory mitigation bank for federal and state permits. The purpose of this notice is to solicit comments and recommendations from the public. The proposed bank site is located at the intersection of Blackwell Road and Canfield Road in Damascus, Pennsylvania 18415. The site is entirely within Damascus Township, Wayne County. The site is approximately 109 acres in size and comprises ephemeral, intermittent, and perennial streams (including Sunny Brook); palustrine forested, scrub-shrub, and emergent wetlands; palustrine unconsolidated bottom habitat; pastures; and upland forests. The adjacent land use is primarily pastureland. The site is located within the Delaware River basin.

    The stated purpose is to rehabilitate and upgrade the existing dock/bulkhead infrastructure which is necessary for continued operation of the working commercial waterfront facility and shellfishery. The applicant has additionally stated that the purpose of the bulkhead re-construction is to allow for repairs of a failed timber bulkhead for both stabilization of eroding banks and minimization of flooding of the adjacent parking areas used for loading and un-loading of vessels moored at the facility.

    The Grand Harbor Condominium Association Inc. proposes to conduct 10-year mechanical maintenance dredging in an existing marina basin (Liberty Harbor) located at 26 Grand Bay Harbor Drive in Waretown, Ocean Township, Ocean County, NJ (39.784548, -74.185744). The project would remove approximately 8,128.0-cubic yards of bottom sediments from an approximately 2.0-acre boat basin area to a maximum of -6.0-feet MLW (-5 ft with 1 foot of allowable overdredge) over the course of a 10-year period. All resultant dredged material will transported for disposal at Oyster Creek CDF located in Lacey Township, Ocean County, NJ. The project site is located in Liberty Harbor boat basin located at 26 Grand Bay Harbor Drive in Waretown, Ocean Township, Ocean County, NJ (39.784548, -74.185744).
