    The Delaware Department of Natural Resources and Environmental Control, Division of Watershed Stewardship has requested to amend the disposal site associated with dredging the Indian River Federal Navigation Channel in Sussex County, Delaware. The purpose of this Public Notice is to solicit comments concerning the proposed modification of the existing permit to allow the utilization of the dredged material to complete a marsh restoration project located on the south side of the Indian River directly north of the Millsboro wastewater treatment facility. Utilizing this site for disposal will restore approximately 7 acres of tidal emergent wetlands. Rebuilding the historical marsh platform will occur over two winter seasons (2020 and 2021). The purpose of the project is to maintain navigable depths within the federal navigation channel and restore an adjacent wetland utilizing dredged sediment.     The applicant proposes to mechanically dredge approximately 1,843 cubic yards of material from an approximately 17,253 square foot area (0.396 acres). The proposed work is in Strathmere Bay in Upper Township, NJ. The stated purpose of the proposed work is to meet the need for safe mooring and navigation of transient private pleasure craft of visitors and patrons of the Deauville Inn.     The permit applicant, the American Littoral Society, is proposing to construct a combination of hybrid breakwaters and oyster reef/ribbed mussel beds along with salt marsh restoration. The project is located along the mouth of the Maurice River between Commercial Township and Maurice River Township, Cumberland County, New Jersey. The primary purpose of the proposed activity is to protect eroding marsh at the mouth of the Maurice River. More details are available in the "Public Notice & Plan Details" attachment.     The applicant proposes to perform hydraulic maintenance dredging to provide for the safe mooring and navigation of private vessels drafting 1.5 to 4 feet of water, within the All Seasons Marina, located at 551 Roosevelt Boulevard in Marmora, Upper Township, Cape May County, New Jersey. The dredged material (sediment) would be transported/pumped via a dredge pipeline to the confined disposal facility located at 523 Roosevelt Boulevard adjacent to the marina and/or the project site. The purpose of the project is to continue providing sufficient water depths for safe navigation and mooring of private pleasure crafts associated with the marina.     The applicant, the Philadelphia Water Department, proposes to construct a diversion facility in the intake channel of the Manayunk Schuylkill Canal to replace the flow intake function of the existing lock (No. 68) and canal feeder structure located at the project site, creating a new abutment connection for Flat Rock Dam, and perform maintenance work along the existing intake channel containment structure and spillway located parallel to the Schuylkill River. The location for the proposed work is along the Schuylkill River Trail, in the City of Philadelphia, Philadelphia County, Pennsylvania. The applicant’s stated purpose is to improve water quality in the Manayunk Schuylkill Canal by reintroducing flow from the diversionary channel of the Schuylkill River; to address the structural stability of portions of Flat Rock Dam owned by the City of Philadelphia; and to manage sediment and debris in the Canal Intake Channel.
