    The applicant has applied for a Department of the Army permit to close and fill an existing boat basin, stabilize 108 linear feet of shoreline with riprap and construct a boat dock and boat lift along the Lewes and Rehoboth Canal at 114 Gills Neck Road in Lewes, Sussex County, Delaware. The purpose of the project is to provide for private recreational vessel docking and bank stabilization.     The public notice references the reissuance of New Jersey State Programmatic General Permit 19 (SPGP-19). This general permit authorizes the construction of proposed and maintenance of existing piers, docks, gangway/ramps, stairs/ladders, mooring piles, boat lifts, breakwaters, the replacement of existing serviceable bulkheads, and minor maintenance dredging of mooring slips under Section 10 of the Rivers and Harbors Act (33 U.S.C. 403). This general permit also authorizes the discharge of fill material between existing and proposed bulkheads under Section 404 of the Clean Water Act (33 U.S.C. 1344), and legalization of previously existing structures provided the structures/fill meet all conditions of this permit. This general permit is applicable to the navigable waters within the State of New Jersey. This general permit is located within the geographic boundaries of both the Philadelphia District and the New York District of the U.S. Army Corps of Engineers.     This public notice is related to the proposed re-issuance of the Delaware State Programmatic General Permit - 20 (SPGP-20), initially issued on March 23, 1984. This general permit authorizes the construction of proposed and maintenance of existing piers, docks, gangways/ramps, stairs/ladders, mooring piles, boat lifts, modular floating platforms for jet skis and larger vessels, breakwaters and the replacement of existing serviceable bulkheads in navigable waters of the United States within the geographic boundaries of the Philadelphia District Corps of Engineers in the State of Delaware.     The proposed activity constitutes Phases 2 through 4 of the Shooting Island Restoration and Coastal Resiliency Project. Phase 1 of this project (same file number, NAP2018-00291) was authorized on October 31, 2018. The stated project purpose is “to protect and restore over 150 acres of wetlands in Great Egg Harbor Bay (GEHB) with beneficial reuse of available and suitable sediments to achieve enhancement of habitat by restoring degraded marsh system; enhancement of coastal resiliency of the back-bay area by protecting an island marsh; and to conduct - 3 - restoration using methods that keep sediment in the GEHB system by beneficially reusing material dredged from adjacent waterways.” Public comments are due by Feb. 5, 2020.
