The purpose of this Public Notice is to inform the public that the Pennsylvania State Programmatic General Permit-7 (PASPGP-7) has been issued for a 5-year period by Colonel Francis B. Pera, Lieutenant Colonel Ryan A. Baum, and Colonel Nicholas O. Melin, of the Baltimore, Philadelphia, and Pittsburgh Districts respectively. The PASPGP-7 will be implemented and in full effect in the applicable portions of the Commonwealth of Pennsylvania on 1 July 2026.

Monroe Energy, LLC is proposing 10-year maintenance dredging at the Monroe Energy Trainer Refinery in the Delaware River to the east of 10th Street in Marcus Hook, Delaware County, Pennsylvania (39.826088 °N, 75.404577 °W) with subsequent disposal by bottom-dump barge at Whites Basin Rehandling Facility located along the southeast shore of the Delaware River between the mouths of the Repaupo and Raccoon Creeks in Logan Township, Gloucester County, New Jersey.
