  • Public Notice for Reissuance of Nationwide Permits

    On January 13, 2021, the U.S. Army Corps of Engineers published a final rule in the Federal Register (86 FR 2744) announcing the reissuance of 12 existing nationwide permits (NWPs) and four new NWPs, as well as the reissuance of NWP general conditions and definitions with some modifications. USACE has also issued final decision documents for the new and reissued NWPs. Regional conditions will be announced in a future public notice issued by the Philadelphia District.     The applicant, the City of Philadelphia and John Bartram Association, proposes to construct a circular “FloatLab” floating educational structure within the Schuylkill River at the waterward terminus of 56th Street, City of Philadelphia, Philadelphia County, Pennsylvania. The proposed project would consist of the installation of a partial landing platform and gangway that would lead out to the FloatLab ring (approximately 75 feet in diameter). The applicant’s stated purpose for the FloatLab is to highlight improvements of the water and not simply the waterfront and was designed for the purpose of educating and connecting the community to the Schuylkill River.     The applicant, Diamond State Port Corporation (Port of Wilmington), is requesting a 10-year maintenance dredging permit to conduct maintenance dredging at Berths 1-7 along the Christina River at the Port of Wilmington. The project is located on the Christina River at the Port of Wilmington. The stated purpose off the proposed activity is to maintain adequate depth for the draft of incoming and outgoing vessels.     The Delaware Department of Natural Resources and Environmental Control, Division of Watershed Stewardship has requested to amend the disposal site associated with dredging the Indian River Federal Navigation Channel in Sussex County, Delaware. The purpose of this Public Notice is to solicit comments concerning the proposed modification of the existing permit to allow the utilization of the dredged material to complete a marsh restoration project located on the south side of the Indian River directly north of the Millsboro wastewater treatment facility. Utilizing this site for disposal will restore approximately 7 acres of tidal emergent wetlands. Rebuilding the historical marsh platform will occur over two winter seasons (2020 and 2021). The purpose of the project is to maintain navigable depths within the federal navigation channel and restore an adjacent wetland utilizing dredged sediment.     The applicant proposes to mechanically dredge approximately 1,843 cubic yards of material from an approximately 17,253 square foot area (0.396 acres). The proposed work is in Strathmere Bay in Upper Township, NJ. The stated purpose of the proposed work is to meet the need for safe mooring and navigation of transient private pleasure craft of visitors and patrons of the Deauville Inn.
