    This public notice is related to the proposed re-issuance of the Delaware State Programmatic General Permit - 20 (SPGP-20), initially issued on March 23, 1984. This general permit authorizes the construction of proposed and maintenance of existing piers, docks, gangways/ramps, stairs/ladders, mooring piles, boat lifts, modular floating platforms for jet skis and larger vessels, breakwaters and the replacement of existing serviceable bulkheads in navigable waters of the United States within the geographic boundaries of the Philadelphia District Corps of Engineers in the State of Delaware.     The proposed activity constitutes Phases 2 through 4 of the Shooting Island Restoration and Coastal Resiliency Project. Phase 1 of this project (same file number, NAP2018-00291) was authorized on October 31, 2018. The stated project purpose is “to protect and restore over 150 acres of wetlands in Great Egg Harbor Bay (GEHB) with beneficial reuse of available and suitable sediments to achieve enhancement of habitat by restoring degraded marsh system; enhancement of coastal resiliency of the back-bay area by protecting an island marsh; and to conduct - 3 - restoration using methods that keep sediment in the GEHB system by beneficially reusing material dredged from adjacent waterways.” Public comments are due by Feb. 5, 2020.     The applicant has requested a Department of the Army permit to construct a 10-slip docking facility in Herring Creek located at Sisters Lane, Millsboro, Sussex County, Delaware. The purpose of the project is to provide for a private recreational vessel docking facility for members of the family to utilize.     The applicant, New Jersey Department of Transportation – Office of Maritime Resources, has requested Department of the Army authorization to perform ten (10)-year maintenance dredging of nine (9) channels within Barnegat Bay, identified as the Beach Haven State Channel Complex: Southwick Channel, Bay Harbor Channel, Eastern Channel, Shelter Harbor Channel, Beach Haven Condos Channel, Morrison’s Channel, Liberty Thorofare Channel, Buoy 77 Channel, and Penna’s Channel. The stated purpose of this project is to restore and maintain safe navigational depths for vessels transiting between Long Beach Island and Barnegat Bay.     The applicant, East Goshen Township, proposes to breach the existing Hershey’s Mill Dam, which has been de-watered since 2011, and convert the approximate 2-acre reservoir to waterways, pond, and wetlands within a park setting. The location for the proposed work is northeast of the intersection of Greenhill and Hershey Mill Roads, in East Goshen Township, Chester County, Pennsylvania. The applicant’s stated purposes for the project are to decommission the existing dam and to create a public recreational area and environmental enhancements in the impoundment with safe public access and use.
