    The applicant proposes to perform hydraulic maintenance dredging to provide for the safe mooring and navigation of private vessels drafting 1.5 to 4 feet of water, within the All Seasons Marina, located at 551 Roosevelt Boulevard in Marmora, Upper Township, Cape May County, New Jersey. The dredged material (sediment) would be transported/pumped via a dredge pipeline to the confined disposal facility located at 523 Roosevelt Boulevard adjacent to the marina and/or the project site. The purpose of the project is to continue providing sufficient water depths for safe navigation and mooring of private pleasure crafts associated with the marina.     The applicant, the Philadelphia Water Department, proposes to construct a diversion facility in the intake channel of the Manayunk Schuylkill Canal to replace the flow intake function of the existing lock (No. 68) and canal feeder structure located at the project site, creating a new abutment connection for Flat Rock Dam, and perform maintenance work along the existing intake channel containment structure and spillway located parallel to the Schuylkill River. The location for the proposed work is along the Schuylkill River Trail, in the City of Philadelphia, Philadelphia County, Pennsylvania. The applicant’s stated purpose is to improve water quality in the Manayunk Schuylkill Canal by reintroducing flow from the diversionary channel of the Schuylkill River; to address the structural stability of portions of Flat Rock Dam owned by the City of Philadelphia; and to manage sediment and debris in the Canal Intake Channel.     The applicant, PSEG Nuclear LLC, proposes to construct a port facility by installing docking structures and performing dredging. The proposed port would cater to proposed offshore wind turbine projects that would be located off the east coast of the United States. The applicant’s stated purpose is create a deep water marine terminal that can accommodate vessels that would marshal wind turbine components and then allow these components to be shipped to the offshore wind turbine farms. The location for the proposed port facility is adjacent to the Salem Nuclear Power Plant, in the Lower Alloways Creek Township, Salem County, New Jersey.     On September 15, 2020, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue the 52 existing nationwide permits (NWPs) and issue five new NWPs. Nationwide permits are general permits issued on a nationwide basis to streamline the authorization of activities that result in no more than minimal individual and cumulative adverse environmental effects. Division Engineers are authorized to add regional conditions specific to the needs and/or requirements of a particular region or state. Regional conditions are an important mechanism to help ensure that the adverse environmental effects of activities authorized by the NWPs are no more than minimal, both individually and cumulatively. The attachments to this public notice (Enclosure 1- 4) list the proposed regional conditions currently under consideration by the Corps Great Lakes and Ohio River Division and the North Atlantic Division for the State of Maryland, the Commonwealth of Pennsylvania, the District of Columbia, and for Fort Belvoir, Fort Myer, and the Pentagon in Virginia. The Baltimore, Pittsburgh, and Philadelphia Corps Districts are seeking comments on the proposed regional conditions and seeking comments on the need for additional regional conditions to help ensure that the adverse environmental effects of activities authorized by the proposed NWPs are no more than minimal, individually and cumulatively. Public comments are due by Nov. 14, 2020.
