    The applicant, the Township of Brick in Ocean County, NJ, has requested Department of the Army authorization to perform ten (10)-year maintenance dredging of forty three (43) township waterways, with the proposed “township-wide” maintenance dredging program targeting substantial shoaling that has built up over the last century, including recent sediment deposited by Superstorm Sandy and Winter Storm Jonas. All of the work would be accomplished via hydraulic cutterhead or mechanical dredge. The stated purpose of this project is to maintain safe navigational depths for transiting emergency, commercial, and recreational vessels; and restore a manmade subaqueous borrow pit feature formed by historical sand mining activities.     The applicant proposes to discharge fill within a Phragmites-dominated wetland to complete the grading of a single-family property where the home has largely been constructed at 5 and 7 Putnam Avenue, community of Strathmere, Upper Township, Cape May County, New Jersey. A total of 0.091 acre of wetland (0.0115 acre existing fill to be authorized and 0.079 acre proposed to be filled) would be filled for completion of the project. The applicant’s stated project purpose is to bring the grade to adjacent properties and for complete usage of the property by the residents as well as to eliminate the pooling of stagnant water after storm events that attracts mosquitos to minimize potential health hazards within the immediate vicinity of the site.     The Borough of Seaside Park has applied for a Department of the Army permit to install a living shoreline along North Bay Avenue, which will include a vegetated beach dune system along with an oyster reef breakwater extending from H Street to Island Avenue. Proposed walkovers are to be constructed to maintain public access to the Bayfront. The proposed living shoreline shall help to enhance vegetation/habitat, dissipate wave action and stabilize the Barnegat Bay shoreline within the Borough. The location for the proposed activity is in Cape May City and Lower Township, Cape May County, New Jersey.
