    Sunoco Logistics Partners LP (SXL) owns and operates a 12 inch petroleum pipeline under the Delaware River and Monroe Interstate Pipeline Company (MIPC) owns and operates an 8-inch petroleum pipeline immediately adjacent and parallel. The applicants are proposing to replace these existing pipelines in the same general location. The proposed pipeline replacements would extend from uplands in Tinicum Township, Pennsylvania to uplands in West Deptford Township, New Jersey.

    The New Jersey Department of Environmental Protection has now requested authorization to continue placement of artificial reef materials within the fifteen (15) previously authorized sites in the Atlantic Ocean. The current proposal consists of the following specific actions: (1) to continue deployment of artificial reef materials at the 15 existing reef sites; and (2) to add 2 additional artificial reef sites to the state-wide program bringing the total number of artificial reef sites along the coast of New Jersey to 17. The locations of the artificial reef sites are identified in the attachment. NOTE: Public Notice was amended with accurate clearance information on August 26, 2016.

    On October 15, 2015, this office issued Department of the Army permit number CENAP-OP-R-2015-167-24 to the Borough of Stone Harbor. The permit authorizes dredging of accumulated sediments from various lagoons and bay-front areas within the Borough of Stone Harbor, including private boat slips. Dredging is authorized to a depth of 6 feet below mean lower low water (MLLW), with an additional 2 feet of "over-dredge" allowance, for a total maximum allowable depth of 8 feet below MLLW. This equates to a depth of 6.16 feet below mean low water (MLW), or 8.16 feet below MLW with the over-dredge. This permit includes authorization for 10 years of maintenance dredging. The permit expires December 31, 2025. The permittee is seeking authorization to switch from hydraulic dredging, with geotextile tube dewatering, to mechanical or bucket dredging, with transport of material by barge or scow, for the next phase of work. The permittee proposes to keep both options available for any future maintenance to be done under the life of the permit, which expires at the end of 2025.

    The applicant proposes to demolish the existing building (former Coconut Cove Restaurant in North Wildwood, NJ) and water structures that are no longer in operation on the property. The proposed site is to be developed with a 10 duplex dwelling (20 total dwelling units) requiring the authorization of 2,173 square feet of fill below the high tide line, and 286 square feet of rip rap within the water area that was placed by the previous owners. There is also proposed 23,904 square feet of dredging to occur in a portion of Beach Creek and the construction of new docking structures to accommodate 20 boat slips in connection with the proposed subdivision. There will also be a 110 linear feet and 10 inches of a new vinyl bulkhead being placed along the docking area. The dredge volume is estimated to be around 23,904 square feet and will be disposed at an approved facility for beneficial reuse. The docking area will consist of structures with dimensions of 5’ x 98.5’, 37’ x 4’ and 5’ x 142.7’ and associated one foot wide finger piers. The applicant proposes to place an additional 2,220 square feet of rip rap along the existing bulkhead. In addition to the rip rap and living shore line will be implemented with approximately 12,305 square feet of Spartina restoration, including Spartina alterniflora and patens.
