    Notice is hereby given that, on February 9, 2023, the United States Army Corps of Engineers, Philadelphia District modified and reauthorized SPGP-18. The modification and reauthorization of this Department of the Army general permit has been conducted under the statutory authority of Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act. This general permit has been developed for certain categories of structures and work and the discharge of dredged and fill material in waters of the U.S. that require Department of the Army and State of Delaware authorizations. Activities typically authorized by SPGP-18 include work and structures such as bulkheads, breakwaters, piers, docks, pilings, rip rap, dredging and filling, etc. The modification and reauthorization of SPGP 18 was coordinated with other interested Federal agencies, the State of Delaware, and the general public.     The applicant, NJDEP/NHR Office of Resource Development, has proposed to repair an existing seawall and the addition of bank stabilization measures, including the installation of a concrete apron and riprap, along the existing seawall. The proposed project is located along the Delaware River at 454 Fort Mott Road in the Township of Pennsville, Salem County, New Jersey. The stated purpose is to meet the need for maintenance to an existing seawall, bank stabilization of an eroding shoreline, and to provide upland flood protection.     The applicant, M. William Lower, Dewey Beach Enterprises, proposes the placement of approximately 1,300 cubic yards of sand along 0.53 acre of the shoreline in Rehoboth Bay, at the Dewey Beach bayside public beach at Lighthouse Cove in Dewey Beach, Sussex County, Delaware. The sand will be sourced from an upland borrow site that is compatible with the beach and brought in via truck. The sand will be spread via front-end loader to meet the design template. Beach nourishment activities at this site has previously occurred in 2013, 2015, 2019 and 2022. More details are available in the "Public Notice" document. Public comments are requested by Feb. 17, 2023.

    The applicant, Barnsdale Associates, proposes to reclaim an abandoned, pre-Act quarry to alleviate public safety hazard and support future land uses. The location for the proposed work is 1600 Freemansburg Ave, Bethlehem, Pennsylvania. The applicant has stated that the proposed project has been designed to avoid and minimize adverse effects on the aquatic environment to the maximum extent practicable.
