    The applicant, New Jersey Department of Transportation – Office of Maritime Resources (NJDOT-OMR), has requested Department of the Army (DA) authorization to perform ten (10)-year maintenance dredging of the Cape May State Channel Complex: Middle Thoroughfare Lagoon State Channel (#205), Spicer’s Creek State Channel (#206), Cape Island Creek State Channel (#207), Schellenger’s Creek State Channel (#208), and Devil’s Reach State Channel (#209). The location for the proposed activity is in Cape May City and Lower Township, Cape May County, New Jersey. The stated purpose of this project is to maintain safe navigational depths for transiting emergency, commercial, and recreational vessels. More details are available in the "Public Notice" document.     Delaware Department of Transportation is proposing to reconfigure the existing I-95 and SR 896 interchange to a double flyover interchange with new, realigned, and widened ramps. The project is located at the intersection of I-95 and SR 896 in the City of Newark, New Castle County, Delaware. The project area extends along I-95 from immediately east of the Newark Toll Plaza to approximately 2000 feet east of the bridge over South Chapel Street; and along SR 896 from Welsh Tract Road south to Cobble Creek Curve. The purpose of the project, as stated by the applicant, is to improve safety and traffic operations. More details are available in Public Notice & Plan documents.     The Philadelphia District has collaborated on a draft Programmatic Agreement (PA) for the review of transportation projects related to the requirements of the National Historic Preservation Act (NHPA), within the Commonwealth of Pennsylvania. Federal and state agencies signatory to this agreement include: the Federal Highway Administration (FHWA), the Pennsylvania Department of Transportation (PennDOT), Advisory Council on Historic Preservation (ACHP), the Pennsylvania Historical and Museum Commission (PHMC) and the Baltimore, Philadelphia, and Pittsburgh Districts of the United States Army Corps of Engineers (USACE). The purpose of the agreement is to streamline review of transportation-related projects requiring authorization under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act, by delegating compliance determinations for minor transportation-related actions requiring coordination under Section 106 of the NHPA to PennDOT cultural resource professionals meeting the Secretary of Interior’s Professional Qualifications Standards. This PA represents a renewal of prior agreements among FHWA, PennDOT, ACHP, and PHMC, notably adding the USACE Baltimore, Philadelphia, and Pittsburgh Districts as signatories.

    The applicant, Delaware Department of Transportation, has applied for a Department of the Army permit to construct a new bypass route from US Route 113 to State Route 24 over Millsboro Pond in Millsboro, Sussex County, Delaware. The purpose of the project is to preserve mobility for local residents and businesses, while providing highway improvements that reduce congestion, decrease frequency and severity of accidents and accommodate increased traffic.     The applicant, Delaware Department of Natural Resources and Environmental Control, Division of Watershed Stewardship, has applied for a Department of the Army permit to conduct 20,400 linear feet of hydraulic dredging of White Creek, Assawoman Canal in Bethany Beach, Sussex County, Delaware. The hydraulic dredging is expected to remove approximately 70,000 cubic yards of accumulated sediment. The applicant has proposed to transport the accumulated sediment south along the Assawoman Canal to the Muddy Neck Marsh Complex within the Assawoman Wildlife Area, placing that sediment in the marsh to restore the wetland complex. The purpose of the project is to improve navigability in White Creek and Assawoman Canal and restore an area of highly degraded coastal salt marsh using dredged material, thereby providing enhanced resiliency to coastal wetlands from the continued effects of sea level rise and other environmental stressors. Public comments are requested by April 21, 2022.
