    Warwick Cove LLC has applied for a Department of the Army permit to expand an existing ten slip marina by the addition of a 30’ x 6’ floating pier section to the main pier, and the addition of two 24’ x 4’ floating finger piers and four mooring pilings to create four additional slips at Warwick Cove Townhomes, adjacent to Warwick Cove on the Indian River at Paleo Way, Tax Map Parcel 2-34-34.09-9.00, Millsboro, Sussex County, Delaware.     The applicant proposes to perform maintenance dredging of the entrance or access areas to their Dry Docks, including 10 years of maintenance dredging. Dredging would be by mechanical or bucket method, within an area encompassing a maximum of 1.411 acres (total for both areas). The proposed initial dredging volume would be 31,096 cubic yards. The location of the proposed work is within the Delaware River adjacent to the applicant's shipyard facility, along the north shore of the Delaware River, immediately up-river from the mouth of the Schuylkill River, within The Navy Yard campus in the City of Philadelphia, Philadelphia County, Pennsylvania.   • Special Public Notice for NWPs

    Expiration date: 3/19/2017

    On January 6, 2017, the U.S. Army Corps of Engineers (Corps) published the notice in the Federal Register announcing the reissuance of all 50 existing nationwide permits (NWPs), general conditions, and definitions with some modifications. The Corps also issued two new NWPs, one new general condition, and five new definitions. The 2017 NWPs will go into effect on March 19, 2017, and will expire on March 18, 2022. The Philadelphia District has the lead responsibility for the development of regional conditions for NWP activities in the States of Delaware and New Jersey.     The applicant proposes to complete a two-phased project over a two year period. The project will involve maintenance dredging, both hydraulic and mechanical within Arrowhead Lake and its tributaries within the Arrowhead Lake Residential Community in multiple locations in Coolbaugh and Tobyhanna Townships, Monroe County, Pennsylvania.     The applicant, the City of Wilmington, is proposing to create a wetland park in south Wilmington bordered by South Walnut Street to the west, A Street to the north, Buttonwood Street to the east, and Garasches Lane to the south as part of a wetland restoration/community resiliency project with the dual goal of creating an accessible, highly functioning wetland system and providing increased stormwater management capacity to Wilmington’s Southbridge neighborhood. The design includes excavating approximately 95,000 cubic yards of material, with approximately 16,000 cubic yards of this material to be reused on site. An additional 30,000 cubic yards of clean topsoil will be added. The proposed restoration will permanently impact approximately 4.51 acres of waters of the United States associated with the regrading of the existing wetland. An additional temporary impact of approximately 0.14 acre of impact to waters of the United States is associated with construction access and sediment control measures. The applicant proposes to create approximately 5.35 acres of wetlands and open water, as well as enhance approximately 12.18 acres of wetlands and open water on the site.
