  • Special Public Notice for NWPs

    The purpose of this special public notice is to inform the general public of the issuance of the final regional conditions applicable to Nationwide Permit (NWP) activities in the State of Delaware, the Commonwealth of Pennsylvania, and the State of New Jersey. Furthermore, this special public notice announces the suspension of various nationwide permits located in certain waters for the Commonwealth of Pennsylvania that are located within the Philadelphia District.

    The applicant, The Pennsylvania Turnpike Commission (PTC) is proposing a total roadway reconstruction and widening of the Northeast Extension of the Pennsylvania Turnpike (I-476) from four to six travel lanes, from Milepost A31.3 to Milepost A38.1, in Lower Salford, Franconia, and Salford Townships, Montgomery County, Pennsylvania. In general, the overall project consists of widening the existing roadway, shoulders, and medians including the full depth reconstruction of the existing roadway, widening mainline bridges, and the replacement of overhead bridges, drainage, stormwater management, and side road adjustments.     The Delaware River Waterfront Corporation (DRWC) is seeking Department of the Army authorization to conduct site remediation by means of bulkhead encapsulation for two (2) existing PADEP Act 2 Contaminated Waste areas (Piers 27N to 30N and Piers 31N to 35N). The DRWC is also seeking approval to cover additional onsite improvements following site remediation.

    The applicant proposes to construct a regional port facility by installing docking structures, performing dredging and installing 6 outfall structures in the Gibbstown Section of Greenwich Township, Gloucester County, New Jersey.     The applicant proposes to perform hydraulic dredging and send the dredged material via pipeline to the Shaw Island Dredge Disposal Site. Dredging would occur in the Boroughs of Wildwood Crest and Wildwood, Cape May County, New Jersey; Shaw Island Dredge Disposal Site is located in Lower Township, Cape May County, New Jersey. The site was last dredged in 2008 under a permit previously issued by this office under the above referenced file number. A maximum of 51,000 cubic yards of material, composed primarily of sand and fines, would be removed from approximately 12 acres of the waterway. The area would be dredged to a depth of 5 feet below mean low water, with a maximum of 1 foot over-dredge. The material would be pumped through a pipeline; that would be floated on the surface of the waterway except where it crosses Grassy Sound Channel.
