    The applicant, East Goshen Township, proposes to breach the existing Hershey’s Mill Dam, which has been de-watered since 2011, and convert the approximate 2-acre reservoir to waterways, pond, and wetlands within a park setting. The location for the proposed work is northeast of the intersection of Greenhill and Hershey Mill Roads, in East Goshen Township, Chester County, Pennsylvania. The applicant’s stated purposes for the project are to decommission the existing dam and to create a public recreational area and environmental enhancements in the impoundment with safe public access and use.     The purpose of this special public notice is to inform the general public of the proposal to modify the regional conditions currently in effect for nationwide permit activities in the State of New Jersey. In particular, the Corps of Engineers is proposing to rescind regional general conditions G 6(a) which requires the use of nonpolluting/ alternative materials for all nationwide permit activities in certain waters within the State of New Jersey.
