    Residences at River Place LLC has applied for a Department of the Army permit to develop a 25-slip marina within the Nanticoke River in the City of Seaford, Sussex County, Delaware. The applicant proposes to redevelop an existing waterfront wharf into a 25-slip marina associated with the Residences at River Place Condominiums.     This Public Notice is supplemental to the Public Notice issued on September 14, 2017 for the proposed PennEast Pipeline project. This Public Notice concerns the work associated with four additional single and complete crossings of waters and/or wetlands associated with the overall project of constructing the proposed PennEast Pipeline. The four additional single and complete crossings were identified after revisions to the project alignment and after properties that were unable to be surveyed due to property owner refusal were surveyed. The overall project is under the jurisdiction of the Federal Energy Regulatory Commission, which issued a Final Environmental Impact Study on April 10, 2017 for the overall project. The U.S. Army Corps of Engineers is a cooperating agency on that document. The overall project proposed by the applicant is to construct 120.2 miles of new 36-inch diameter natural gas pipeline.     The U.S. Army Corps of Engineers proposes to reissue Department of the Army New Jersey State Programmatic General Permit-19 (SPGP-19), initially issued on March 23, 1984, authorizing certain existing and proposed piers, docks, mooring piles, boat lifts, breakwaters, and the replacement of existing serviceable bulkhead structures in navigable waters of the United States in the State of New Jersey. The proposed reissuance of SPGP-19 includes several minor clarifications, format changes and overall reorganization of the permit. Additional details are available in the attached "Public Notice" and "Sample NJSPGP-19" documents. Public comments are due by June 7, 2019.
