    The applicant, Delaware City Refining Company LLC, proposes to perform maintenance dredging at the Delaware City Refining facilities navigation channel, berthing area and the cooling water intake channel. Dredged material would be disposed on property identified as 1771 River Road and 22 Washington Street, all sites located within Delaware City, New Castle County, Delaware. The applicant's stated purpose is to allow access to the refinery and the need for the increased depth at the site is to maintain ship access and to reduce ship/barge traffic and lightening events for vessels using the site.     The applicant, the Schuylkill River Development Corporation, proposes to construct a 1,850 linear foot (12’ wide) pedestrian trail between the waterward terminus of 56th Street and 61st Street, City of Philadelphia, Pennsylvania. The project would include the construction of a fishing platform on top of an existing seawall structure at the edge of the Schuylkill River just downstream of 56th Street and an overlook pier approximately 1,325 feet further downstream. The applicant’s stated purpose for the structures is to allow for safe public access to the river and to provide views closer to the river.
