    The applicant, the City of Philadelphia (Philadelphia Water Department), proposes the following activity: the installation of approximately 5,400 square feet of Floating Classroom with an additional 960 square feet of floating docks tied to the south end of the Classroom. The location of the proposed activity is along the eastern bank of the Schuylkill River, immediately downstream of the Dr. Martin Luther King Jr. Drive (a.k.a. West River Drive) bridge, in the City of Philadelphia, Pennsylvania. The applicant has stated the project purposes are for education relating to water quality and the conservation, preservation of natural resources, and public access to the river.     The applicant proposes to rehabilitate 600 feet of Pier 7 at the Gloucester Marine Terminal in Gloucester City, Camden County, New Jersey. Pier 7 is located along Newton Creek and is connected to Pier 7A, which is located on the Delaware River side. Both piers are upstream of the Walt Whitman Bridge and are utilized together to handle all products from vessels that berth there. The applicant's stated purpose for the project is: "to stabilize this area of the terminal for safe operations.” More details are available in the "Public Notice & Plan Details" attachment.     The applicant proposes to remove certain existing commercial marina structures (docks and piling), install new floating walkways and/or docks, to perform new dredging activities, and to install interconnected inflatable play equipment associated with the construction of a recreational Aqua Park for seasonal public use. The project is located at 9420 Amherst Avenue in Margate City, Egg Harbor Township, Atlantic County, New Jersey. The purpose of the project is to convert the existing commercial marina facility into a recreational Aqua Park for seasonal public use.     The purpose of this notice is to respond to comment letters to the two Public Notices concerning the proposed port facility in Greenwich Township, Gloucester County New Jersey. Based on all available information, it is the determination of the U.S. Army Corps of Engineers, Philadelphia District, Regulatory Branch that the project is Not Contrary to the Public Interest, and as such, a Department of the Army permit has been issued to Delaware River Partners LLC for the work as proposed. Based on recommendation of the Federal resource agencies, special conditions have been added to the permit to minimize impacts, both in water and on-shore, resulting from the project.
