  • Response to Comments on Public Notice 2006-6389-24

    The purpose of this notice is to respond to comments from the general public in response to our public notice for this application submitted by the Borough of Avalon to perform beach renourishment between 9th and 16th Streets in the Borough of Avalon, Cape May County, New Jersey. After a complete review of the permit application and in full consideration of the comments and recommendations received in response to our public notice, we have decided to issue a Department of the Army permit to the Borough of Avalon. No objections to the issuance of this permit were received from State, local and other federal resource agencies (New Jersey Department of Environmental Protection (NJDEP), U.S. Environmental Protection Agency (USEPA), U.S. Fish and Wildlife Service (USFWS), and the National Marine Fisheries Service (NMFS)) concerning the effects of the proposed work on resources within their jurisdictions. The Army Corps finds that the project would not have unacceptable environmental or social effects, nor would it be contrary to the public interest.     The Borough of Avalon in Cape May County, N.J. has applied for a new permit application to re-authorize a portion of previously-authorized beach back-passing operation for continued nourishment of the northern beach area. The proposed nourishment area is the ocean-front beach between 9th and 16th Streets, at the northern end of the Borough of Avalon, in Cape May County, New Jersey. The Borough’s proposed borrow area for obtaining sand is located to the south of the nourishment area on the ocean-front beach between 32nd and 40th Streets.     The applicant proposes to construct (1) a 230-kilovolt (kV) alternating current (AC) electric transmission line connecting the new Silver Run Substation and PSE&G Hope Creek Substation expansion and (2) the new Silver Run Substation, which would interconnect the proposed Hope Creek-Silver Run transmission line with two Delmarva Power and Light (DP&L) 230-kV overhead lines. The existing and proposed facilities are part of the electrical grid managed by the Pennsylvania New Jersey Maryland Interconnection, LLC (PJM), which ensures reliable electric service more than 65 million people across the eastern U.S. The proposed project is located between the proposed Silver Run Substation at 471 Silver Run Road, Middletown, Delaware 19709 in Appoquinimink Hundred, New Castle County, Delaware, and the Public Service Enterprise Group (PSE&G) Hope Creek Substation expansion on Artificial Island in Lower Alloways Creek Township, Salem County, New Jersey.
