The Delaware Department of Natural Resources and Environmental Control has applied for a 10-year maintenance dredging permit to conduct hydraulic maintenance dredging of the federally authorized project commonly referred to as Massey’s Ditch and Big Ditch, as well as new dredging north of Middle Island and north of Lynch Thicket Island located in Sussex County, Delaware. The entire federal channel will not be dredged, rather the channel will be dredged as needed to reach the authorized channel depth and is expected to result in the removal of approximately 50,000 cubic yards of accumulated sediment. the applicant is proposing to hydraulically pump the dredged material to the Delaware Seashore State Park, just north of the Indian River Inlet for beach nourishment. The applicant proposes to conduct mechanical maintenance dredging within the Bay Vista Marina Basin and access channel, located adjacent to, and leading to, the Lewes and Rehoboth Canal at Basin Street, Rehoboth Beach, Sussex County, Delaware. The marina is an artificially excavated basin (constructed prior to 1968) adjacent to the Lewes & Rehoboth Canal, providing slips for approximately 25 vessels, which are currently resting on the bottom. The project purpose is to restore and maintain navigable depths within the marina basin and its access channel, thereby providing access to the navigable waters of the L&R Canal for the purpose of navigation. The applicant, Camden County Municipal Utilities Authority, has requested Department of the Army authorization for a proposed bank protection/wetland and mussel habitat establishment project in the Delaware River. The proposed project would include wetland creation component, mussel pen component, and engineered rock sill/breakwater component. The stated purpose of this project is shore stabilization and erosion protection, enhance water quality, and enhance fish and wildlife habitat. Public comments are due by November 2, 2018. The applicant is proposing to make site improvements to their scrap metal recycling facility and perform maintenance dredging of their barge unloading area. Maintenance dredging would involve the mechanical removal of 30,000 cubic yards of sediment within the approximate 33,320 square foot barge berthing area (dredge template) over a 10-year period and as frequently as once every other year to a design depth of 24 feet below MLLW water with allowance of 2 further feet of over-dredging. The applicant’s stated purpose for dredging is to maintain proper depth for the safe mooring of single 400’ long x 100‘ wide barges. The stated purpose for open water fill is to construct a scrap metal containment area and stormwater system; the stated purpose for “H” pin piles is to repair the existing bulkhead. The applicant proposes to conduct mechanical maintenance dredging in Pepper Creek at the Cropper Oyster House, 31197 Helms Landing Road, Dagsboro, Sussex County, Delaware. The proposal is to remove by mechanical means approximately 1350 cubic yards of accumulated muddy sand sediment to a depth of -4’ Mean Low Water from the existing boat launch ramp and berthing area located along the bulkhead at the old Cropper Oyster House. The dimensions of the dredging area are: 60 feet long by 150 feet wide off the front of the bulkhead; 135 feet long by 30 feet wide off the launch ramp; and 90 feet long by 20 feet wide off the eastern bulkhead. Dredging would occur from the uplands using a long reach excavator and a barge-mounted excavator, if necessary. The material would be transported by truck (0.34 mile) to an existing upland confined disposal site, owned by the applicant at the Gull’s Way Campground, located off of Shell Road, Dagsboro, Sussex County, Delaware. The project purpose is to restore and maintain navigable depths at the boat launch and berth, providing access to navigable waters for the purpose of navigation.
