The applicant, the Delaware Department of Natural Resources and Environmental Control, has applied for a Department of the Army permit to conduct beach nourishment activities along 2,600 linear feet at Pickering Beach, 4,800 linear feet at Kitts Hummock and 2,200 linear feet at Bowers Beach, along the Delaware Bay east of Dover and Frederica, Kent County Delaware. The applicant proposes to haul in via dump truck, 22,900 cubic yards of sand to Pickering Beach, 23,000 cubic yards of sand to Kitts Hummock and 20,000 cubic yards of sand to Bowers Beach from an inland borrow source. The sand will be placed utilizing off road hauling equipment and shaped with a bulldozer in accordance with the design template.These bay beach communities are subject to significant erosion from increased wave action during storm events. As such, the purpose of the project is to provide erosion and storm damage protection to infrastructure, as well as commercial and private structures and improve the beach for recreational use. The applicant, the U.S. Coast Guard Training Center, proposes to perform hydraulic maintenance dredging adjacent to Piers 3 and 4 of the U.S. Coast Guard Training Center Cape May, City of Cape May, Cape May County, New Jersey. The work would involve the removal of a maximum of 42,000 cubic yards of sediment from approximately 6 acres of harbor below the mean high water line. All material would be pumped to the existing to the existing TRACEN confined disposal facility (CDF). It should be noted that the site has been dredging regularly in the past. The applicant, Sunoco Partners Marketing and Terminals, proposes to perform maintenance dredging of three berthing areas to their Docks 2, 3, and 4, including 10 years of maintenance dredging.The proposed dredging is located at the Hog Island Wharf at 11 Hog Island Road, within the Delaware River at River Mile 89.6, approximately one mile downstream of the Philadelphia County - Delaware County boundary in Tinicum Township, Delaware County, Pennsylvania. The dredged material would be loaded into a watertight barge and transported to either Whites Basin or Biles Island. Whites Basin is the preferred disposal location and is located in Logan Township, Gloucester County, New Jersey. More details are available in the "Public Notice & Plan Details" attachment. The applicant, Hueber Launch Services, proposes to perform dredging and bank stabilization along the Delaware River at 45 East Delaware Street, Marcus Hook Borough, Delaware County. The work would involve the immediate dredging by mechanical method of 93 cubic yards of sediment (largely gravel and cobbles) from 315 square feet below the mean high water line to a maximum depth of 5 feet below mean low water (3 feet design depth and 2 further feet of overdredging allowance). However, the applicant also requests approval for dredging every 2 years over a 10 year period for maintenance dredging to same depth within a 0.1 acre template. All materials would be temporarily stockpiled on uplands at the site and de-watered within a sandbag and Jersey barrier enclosure for de-watering. Ultimately, the dredged materials would be spread over uplands on the site and stabilized. More information is available in the "Public Notice & Plan Details" attachment. The applicant, the American Littoral Society, proposes to conduct beach restoration and inter-tidal or shallow sub-tidal reef construction at multiple locations along the Delaware Bay shoreline in Cumberland and Cape May Counties, New Jersey. Projects to be authorized by the proposed permit would focus on two specific activities: beach restoration (i.e., beach slope and berm improvements) and inter-tidal or shallow sub-tidal reef construction (i.e., low profile breakwater structures). Beach restoration would be through targeted sand placement at several locations along the Delaware Bay shore, and, where appropriate, the placement of inter-tidal or shallow sub-tidal reefs that would protect the beaches, allow for continued enhancement of the intertidal environment through sand accretion and would serve as living shoreline habitat for marine and estuarine species.
