    The U.S. Army Corps of Engineers proposes to reissue Department of the Army New Jersey State Programmatic General Permit-19 (SPGP-19), initially issued on March 23, 1984, authorizing certain existing and proposed piers, docks, mooring piles, boat lifts, breakwaters, and the replacement of existing serviceable bulkhead structures in navigable waters of the United States in the State of New Jersey. The proposed reissuance of SPGP-19 includes several minor clarifications, format changes and overall reorganization of the permit. Additional details are available in the attached "Public Notice" and "Sample NJSPGP-19" documents. Public comments are due by June 7, 2019.

    Expiration date: 5/7/2019

    The applicant proposes to construct a new vinyl bulkhead upland of the existing structure and to place 165.4 square feet of fill within an existing boat slip along Manahawkin Creek in Manahawkin, Ocean County, NJ. The new bulkhead will be 74.3 linear feet in length and 169.2 square feet of upland will be removed to create an open water area. The purpose of this project is to insure integrity of the existing home that is located in very close proximity of the boat slip.     Expiration date: 5/4/2019

    The applicant, Delaware River Partners LLC, proposes to construct a second mooring structure, including an associated trestles, mooring dolphins, breasting dolphins, a shared dolphin, associated walkways and an internal pipe system for the transfer of product. Mechanical dredging would also be performed in the waterway. The location is in the Gibbstown Section of Greenwich Township, Gloucester County, New Jersey. The site previously was known as the E.I. du Pont de Nemours & Company Repauno Works. The applicant’s stated purpose is to redevelop a site and create a deep water marine terminal structure that can accommodate 2 vessels simultaneously. Each vessel would be a maximum length of 966 feet, a beam width of 155, with a maximum of a 42 foot draft. More details are available in the "Public Notice & Plan Details" attachment.     The applicant, the Borough of Wildwood Crest, proposes to perform beach maintenance activities consisting of sand transfer from the lower beach to the upper beach. The proposed nourishment area is the “back beach” between the dunes and the bulkhead, from Jefferson Avenue in the south to Rambler Road in the North, in the Borough of Wildwood Crest, Cape May County, New Jersey. The proposed borrow location for obtaining sand is the oceanfront beach below the high tide line. More details are available in the "Public Notice & Plan Details" attachment. Public comments are due by April 11, 2019.

    The applicant, Dewey Beach Enterprises, Incorporated, has applied for a Department of the Army permit to conduct activities in waters of the United States intended to improve public recreational access to Rehoboth Bay at the Ruddertowne commercial development in Dewey Beach, Delaware. The elements of the project include: 1. construct a storm-water outfall pipe 2. improve an existing storm-water outfall pipe 3. re-construct and expand a sandy public beach area; 4. construct a public bay-walk and 5. construct a public fishing/crabbing pier.
