    The applicant, Chris Kammerman (Kamms Properties, LLC), proposes to install a new floating marina, all constructed using alternative materials that do not leach into water. The marina would contain a total of 44 slips, consisting of 34 slips for vessels 20-80 feet in length, and ten (10) personal watercraft (PWC) floats. The location for the proposed work is Snug Harbor, Clam Creek and Gardners Basin at 447 Carson Avenue in the City of Atlantic City, Atlantic County, New Jersey. The stated purpose for the work is to to meet the need for safe mooring and navigation of seasonal and transient vessels for the public. Public comments are requested by Feb. 21, 2023.     The purpose of this notice is to solicit comments and recommendations from the public concerning a Prospectus to establish the Brandywine Battlefield Mitigation Bank (Bank) to provide compensatory mitigation for unavoidable impacts to Waters of the United States and/or Waters of the Commonwealth, including wetlands. The proposed Bank is located on an approximately 78-acre parcel of land within the Historic Brandywine Battlefield. The Bank is near the border between Delaware and Chester Counties and is approximately five miles south-southeast of the City of West Chester. The bank is owned by Mitigation Resources of North America, LLC. Comments from the Public are requested by Feb. 11, 2023. More details are available in the Public Notice document.

    The applicant, Delaware River and Bay Authority, has applied for a Department of the Army permit for a proposed project to upgrade existing bridge protection system and provide added protection to the existing bridge piers from potential ship collisions. The project is located in the Delaware River adjacent to the existing bridge piers supporting the center span of the Delaware Memorial Bridge between New Castle County, Delaware and Salem County, New Jersey. The proposed temporary access trestle is solely to be utilized to support the construction of the pier protection project. The trestle configuration provides daily access for crew and inspection staff, allows for transferring material and equipment onto barges for shuttling to the project site, and provides a safe staging location for mooring barges.     Reference is made to a previous Public Notice (September 2022) proposing the reissuance of Department of the Army General Permit New Jersey-SPGP-17 for the construction of structures, work, and the discharge of dredged and fill material in substantially developed artificial tidal lagoons in the State of New Jersey. After a complete review of our file and full consideration of the comments and recommendations received, the reissuance of NJSPGP-17 was signed on December 29, 2022. The NJSPGP-17 was implemented and in full effect in the applicable portions of the State of New Jersey on January 1, 2023. This General Permit authorizes the construction of structures, work, and the discharge of dredged and fill material in substantially developed artificial tidal lagoons in the State of New Jersey. This General Permit is applicable to the appropriate navigable waters located within the geographic boundaries of both the Philadelphia District and the New York District of the U.S. Army Corps of Engineers.

    Public Notice CENAP-OPR-2018-00729-84 is being extended in response to numerous requests from the surrounding community. This revised Public Notice supersedes the public notice issued on November 21, 2022. The revised comment period will close 60 days from the date of the original public notice on January 20, 2023. This Public Notice has minor clarifications but does not change the proposed activity of the project. The proposed Cobbs Creek Mitigation Bank site is located on property owned by the City of Philadelphia and currently occupied by the Cobbs Creek and Karakung golf courses.
