The United States Army Corps of Engineers Philadelphia District, proposes to revalidate and extend the expiration date of the Department of the Army State Programmatic General Permit 18 from December 31, 2022 until December 31, 2027. This general permit, NAP-OPR-SPGP18, was last revalidated and extended in December of 2017 with an expiration date of December 31, 2022. This general permit has been developed for certain categories of structures and work and the discharge of dredged and fill material in waters of the U.S. that require Department of the Army and State of Delaware authorizations. Activities typically authorized by this general permit include work and structures, such as bulkheads, breakwaters, piers, docks, pilings, rip rap, dredging and filling, etc., in substantially developed artificial tidal lagoons and their access channels. The re-validation and extension of General Permit SPGP 18 is being coordinated with other interested Federal agencies, the State of Delaware and the general public. The purpose of this notice is to solicit comments and recommendations from the public concerning the proposed Cobbs Creek Mitigation Bank. The site is located on property owned by the City of Philadelphia and currently occupied by the Cobbs Creek and Karakung golf courses. Upon securing necessary site protection agreement with multiple utility easement holders and the City of Philadelphia, First Pennsylvania Resource would create a stable stream and riparian system and improve habitat for a variety of species. In addition to reestablishing appropriate riparian buffer zones along streams, the restoration activities will buffer and capture storm water runoff preventing nutrients and sediments from discharging directly into the watershed and downstream waterways in accordance with the mitigation design plan. The applicant proposes to maintain (i.e. legalize) the existing bulkhead and the existing docking configuration and mooring areas at the Marina at West Bay in the Borough of West Wildwood, Cape May County, New Jersey. The existing marina docks to be authorized provide for 37 boat slips, with capacity for an additional 22 personal watercraft floats. The applicant has stated their purpose for the project as: "The existing bulkhead is to be authorized in its current location. Authorization of the existing bulkhead and associated fill is required for bank stabilization. The proposed docking facility will allow for access to Post Creek Basin aka Sunset Lake including the mooring of pleasure vessels and personal watercrafts at the marina. Special Public Notice - District Office Move

After 30 years at the Wanamaker Building, the U.S. Army Corps of Engineers (USACE) Philadelphia District is moving to a new location at 1650 Arch Street. The USACE Philadelphia District Regulatory Branch’s last day in the Wanamaker Building is Friday, October 28, 2022. USACE Philadelphia District Regulatory employees will be teleworking situationally until the new office space is ready.
